Center TRT developed an evaluation logic model and evaluation plan for a Farm-to-School and School Garden policy such as the one Oregon passed. The logic model is intended to guide the evaluation process (as opposed to the planning process). The evaluation plan focuses on the acceptability, extent of implementation, and effectiveness of a policy like Oregon’s farm-to-school and school garden (FSSG) policy passed in Oregon and emphasizes reach, adoption, and the extent of policy implementation. The plan also emphasizes effectiveness of the policy in addressing short-term outcomes, such as changing the environment and student knowledge, as precursors to behavior change. The evaluation plan provides guidance on evaluation questions and types and sources of data for both process and outcome evaluation. If you are interested in answering questions not listed in the evaluation plan, please refer to the list of additional evaluation questions here. Some suggested data collection tools are linked through the evaluation plan.
